CIR-PL filters allow you to remove unwanted reflections from non-metallic surfaces such as water, glass etc. They also enable colors to become more saturated and appear clearer with better contrast. This effect is often used to increase the contrast and saturation in blue skies and white clouds. HOYA's polarising filters do not affect the overall color balance of a shot.

I'm still learning how to use this polarizer and what situations it works best in. It works well when there are reflective surfaces and glare--- for example, sunlight reflecting off of water. It also seems to enhance colors, such as a blue sky. But, it doesn't reduce lens flare as much as I had hoped, even when the camera is at a 90 degree angle away from a light source, especially a bright light source like the sun. This may be just my inexperience with the polarizer. There is a learning curve with it to determine where it works well and where it may be better to not use a filter at all.
I would recommend this filter for anyone interested in using a circular polarizer in their photography. But, if you're unfamiliar with how a polarizer works, expect to do alot of experimenting with it.
The HD line has significantly raised the already high bar, set by Hoya's Pro line, and though pricey (sometimes even approaching B+W, at least in list prices), the quality easily justifies the cost, and - unlike B+W, Heliopan and some of the other 'premium' brands - are frequently available with substantial discounts. Scratch resistance, smear/smudge resistance, cleanability are also excellent.
When you invest the $$$ in high quality lenses it's flat out foolish to compromise performance with inferior filters. Hoya is the best there is, and fortunately they won't break the photographer's budget.
I've owned a lot of polarizers from cheap off-brands to fancy B+W models, and this Hoya HD is my favorite by far, simply because it's so easy to clean.
Most polarizers do their job just fine (eliminating reflections and increasing saturation) without any degradation in image quality or sharpness. But most are also magnets for fingerprints and dirt, and are annoying to clean.
This Hoya HD filter is different. It stays really clean, and fingerprints and gunk come off instantly with a LensPen or cleaning cloth.
These things are also durable as hell. I've seen Hoya representatives bang on them with hammers and they don't have a scratch on them. (great marketing, by the way)
The HD filters are on the expensive side, but they feel like a once in a lifetime-type purchase because they're so durable and easy to deal with.
I would not bother with the even pricier HD3 models - this one seems like the perfect blend of performance and value.

UPDATE: I was ultimately able to reassemble the CPL after a thorough cleaning and it now seems to work ok and has not come apart again. My suspicion is that it was not properly assembled at the factory.
