I won't be giving up my shop scanner soon
I may not be a fair judge of this tool because I own a shop scanner (Snap-On Modis) which I have used for years. I just don't use or need all the features of the shop scanner anymore and wanted to get something a little less bulky and not as much to carry around. The unit comes with a simple quick start guide just like you see every manufacture (except those that give you nothing) supplying today. There is a full PDF manual for download on their site.-A carry pouch that really is nothing special. Should have a separate pocket for the cables and one for the unit but it only has a thin pocket where the quick start guide is located.-A 8' extension cable which should be long enough to reach from a Data Link connector inside the automobile to the work under the hood. Says on the box "OBDII 8' extender cable" but it fits all the Data link connectors.-An OBD2 Data Link connector-GM, Chrysler, Ford and two Toyota (rectangle and round) OBD1 Data Link connectors. No VW so you can't check your old diesels if they would pass emissions.-Cigarette power connector.Takes 4 AAA batteries (not included) but are not required when using a cigarette lighter. They may be good for keeping vehicle information in the memory.I downloaded the software to my PC needed for updating the device and tried to update (came with version 7376 and as of this date software update 8483 is the most current) but waited near 30 minutes for the update which said it would only take a few minutes. How many minutes in a few?!?!?!And for those that complain about not having a cable for updates, Its just a mini USB! I have drawers full of these from devices I have had.I was more in the market for a scan tool that will do OBD1 live data. And since that market is slim for that and the OBD2 market is not, I tested this on my 89 Chevrolet IROC-Z.Entering vehicle information is simple. You don't have look at the VIN and count (Modis asks for the 10th, the 3rd, the 8th....). Year, make, model, engine got me in.You can do engine running or engine off. I tried both. Kept getting a lot of "Link Error" messages as I scrolled down the live data that made me turn the key off for 10 seconds, back on and retry. Now I just did a TPS on my car and adjusted it using the Modis a couple days ago. According to the $7k Modis, the voltage at closed throttle is 0.48volts. This scan tool would not show the volts at that low a range for that particular sensor! It showed 0 volts and did not read until it was opened to one or more volts and rounded showing no decimal. But yet the device is capable for showing volts in tenths and hundredths as I can see by looking at the MAP readings. So that takes away the convenience of not having to use a volt meter and back probing.I was about to unplug something to set a code and see how this works on that, but at this point I was already disappointed and wanted to pack it up.Get rid of the data link errors and the lack of proper, fine voltage readings and this may be a very good and useful tool for a person that an OBD2 or OBD1 vehicle (says for 82- 95 OBD1 yet I know here in California that OBD1 computer controlled vehicles started appearing in 79(80MY)) The paper clip to activate the flashing Check Engine light works well. But to be able to watch the data helps to confirm the issue (maybe even show multiple codes as being one culprit). That helps to save money by not throwing parts at a vehicle.

Reviewed in Australia on July 24, 2020
This is a relative expensive scanner, and it's main value for me lies in its ability to scan old vehicles with OBD 1. But, the Actron CP9690 is also sold as being an OBD2 scanner. On the box of the CP9690 the following is written: "Get updatable, manufacturer-specific live data for ALL 1996 and newer vehicles." On the back of the box a Feature Comparison is made between different Actron Models, and the following is a listed feature of the CP9690: "ABS/Airbag (Most 1996-2013 GM, Ford, Crysler, Honda, Hyundai, Nissan & Toyota).

I purchased it on Amazon Australia and it should in my opinion also work on my 2008 Australian Toyota Hilux. The Actron CP9690 cannot identify my Toyota Hilux. The 2008 Hilux isn't in the database of the CP9690. It's unable to automatically identify the Hilux, and the Hilux is also not listed when a manual search of the vehicle is done. The Toyota Tacoma sold in the USA is similar to the Hilux sold in Australia. The CP9690 can only give basic OBD2 data, when the Toyota Tacoma is selected, and no ABS & Airbag data is provided. A cheap $10 bluetooth OBD2 scanner can do the same for a lot less. If you just need an OBD2 scanner, there are better options available. My Foxwell NT510 is able to find the Australian Hilux, and the NT510 gives Manufacturer data - that the CP9690 should be able to provide.

From the User Manual of the Actron CP9690, it's clear the product was manufactured by "Bosch Automotive Service Solutions Inc."

I lodged a technical complaint with Bosch / Actron. I was advised that: "Our tools are designed for the U.S. market and would only include coverages for vehicles that are available in the U.S."; and
" Again this is not specific to the CP9690 but across a number of DIY scan tools Australian cars have limitation imposed the OE on access to the diagnostics, when you get into the more professional scan tools those limitations decrease."

From claims made on the back of the box of the Actron CP9690, it's the "Top-of -the-range" product of Actron. It claim to be able to provide "manufacturer specific live data", that professional grade scanners can provide, but in practice you can only get features of the most basic Actron Model.

I am almost 100% sure that the Actron CP9690 will be able to work properly with my Australian Toyota Hilux if Bosh update the software of this scan tool, and include the Hilux as an available model in the database of the CP9690.

There are several other scanners that look the same as the CP9690, and the manufacturer is also "Bosch Automotive Service Solutions Inc." These include the OTC 3211, Bosch 1300, Bosch 1350, etc. These products are also sold on Amazon Australia.

It appears to me if the software of all these devices are similar. Therefore, I assume all of these scanners will have the same problem to identify a Toyota Hilux.

Due to the fact that the CP9690 is unable to detect my 2008 Toyota Hilux, and that the Hilux is not even in it's database, I consider this product being a failure as OBD2 scan tool for the Australian Market. Rather spend your money on a different scan tool than can actually read Manufacturer Specific live data, such as Engine, Airbag & ABS data. Manufacturer specific Engine Data is valuable information. Without Manufacturer Engine data, this scanner is absolutely worthless to me.

It appears to me if Bosch isn't interested and/or willing to fix the problems with this scan tool. Information provided on the listing on Amazon Australia doesn't mention the actual limitations of these products to customers outside the USA.

But, the Actron CP9690 also claim to be able to read OBD1 live data. You don't have many options in regards to scanning live data on old OBD1 vehicles, and to get live data from an old OBD 1 vehicle. Due to the current travel restrictions I am not able to test the OBD1 abilities of this scanner on an old OBD1 Toyota.

This scanner appears to be well made and of good quality, but it looses all it's stars due to it's inability to identify an Australian OBD 2 Toyota Hilux. I still need to try it's OBD 1 capabilities.

I am disappointed in this product. The high price of this product doesn't justify it's limitations outside the USA. It appears to me if the Acton CP9690 needs a significant software update to make it compatible with OBD 2 vehicles sold outside the USA.
