No, it does not come with the power pack and controller.

Does this set come with the power pack and controller or are additional items required?

Our tree really stands out now, pedestrians often stop to enjoy the show. The LEDs are among the brightest ones on the market, but the main show element are the moving patterns, never seen anything like that before.
All parts had no problems with the elements so far (frost, rain, snow, sun), so we plan to use Twinkly permanently throughout the year on our "regular" trees and bushes, as outdoor lightning --- so you really get two products at once, a festive light and an outdoor light.
Sometimes it requires two taps on the program to be applied on the tree due some networking glitch (despite of having a pro router), that's my only inconvenience so far.
I recommend getting the RGBW version, because the warm LED not only gives the option for a traditional color, but also allows for nice pastels.
